[Smartscribo] KPI CSharp with SPARQL

Dear Luca,

Thank you for the new release. We recently adapt
your C# KPI for operating on WP-devices, as we've
discussed previously.

So now it seems that the only KPIs that support
SPARQL features of RedSIB are
- Python KPI (distributed with RedSIB)
- C# KPI
- C_KPI (an unstable release is available as a part of SmartSlog)
